Responsible Gaming Code of Practice

Virtual Malaysia is committed to promoting responsible gaming practices in accordance with Malaysia’s laws, including the Betting Act of 1953 and the Common Gaming Houses Act of 1953. This Responsible Gaming Code of Practice outlines our commitment to providing a safe, controlled, and enjoyable gaming environment while protecting players from the risks associated with gambling addiction and prohibiting underage gambling.

Foreword

Gaming is a popular form of entertainment in Malaysia, defined as activities involving wagering, odds, and prizes. However, when not managed responsibly, excessive gambling can negatively affect individuals, families, and society at large. To prevent harm, gaming establishments must offer services that ensure gambling remains an enjoyable and controlled form of entertainment. 

This Code of Practice establishes guidelines to protect individuals from the risks of problem gambling and prohibit underage gambling, ensuring that all licensed entities in Malaysia operate ethically and responsibly.

Definition of Terms

  • Billboard: A public advertisement promoting responsible gaming practices.
  • Financier/Loan Shark: An illegal moneylender charging exorbitant interest rates.
  • Gaming: Participation in games of chance within casinos or other gambling establishments.
  • Licensee: An entity holding a gaming license issued by the Malaysian government.
  • National Database of Restricted Persons (NDRP): The Malaysian gaming authority maintains a database of individuals restricted from participating in gambling activities.
  • Problem Gambler: An individual whose gambling behavior has become uncontrollable, leading to negative personal and social consequences.
  • Problem Gambling: A condition where excessive gambling disrupts an individual’s life, causing financial issues, strained relationships, or emotional distress.

Limited Access to Gambling

Under the Common Gaming Houses Act of 1953, the following individuals are prohibited from participating in any gambling activities:

  • Muslim citizens: As gambling is prohibited under Sharia law.
  • Persons under the age of 21: Minors are strictly prohibited from engaging in gambling.
  • Individuals listed in the National Database of Restricted Persons (NDRP): These individuals are barred from all gaming establishments.
  • Employees of licensed gaming establishments: To maintain integrity and avoid conflicts of interest within the gaming industry.

Player Exclusion Program

Malaysia’s Player Exclusion Program allows individuals at risk of developing a gambling addiction or those concerned about their gambling behavior to voluntarily exclude themselves from all licensed gaming venues in the country. 

Family members can also request exclusion on behalf of loved ones. Players or their families may contact the relevant gaming operator or designated helplines for assistance in initiating the exclusion process.
